COFMOW will endeavour to be in command
of strategic technologies that will enhance the capability of Workshops and
Production Units of the Indian Railways to reduce maintenance and production
costs by:

Facilitating IR in developing Investment Plans for M&P, which balance
investment brought forth by consideration of technological change (autonomous)
and investment stimulated by increases in output or replacement needs
(induced).

Providing an institutionalised system for implementation of M&P procurement
plans of IR in a systematic, transparent and timely manner.

Assisting IR in successfully adopting advanced technologies and associated
organisational concepts.
